Certification Application for a Trade Certificate The Quality Council for Trades and Occupations (QCTO) was established in terms of the Skills Development Act, 1998 (Act no 97 of 1998). Section 26(D) (4) of the Act mandates the QCTO to issue a trade certificate to any person who has successfully completed a trade test, stating that the person is qualified to perform the trade specified in the certificate. Assessment Assessment is the process of identifying, gathering and interpreting the information against the required competencies in a qualification or part-qualification registered on the OQSF in order to make judgement about a learner’s achievement through an External Integrated Summative Assessment (EISA). QCTO Accreditation Accreditation of Skills Development Providers The QCTO is responsible for the accreditation of Skills Development Providers (SDPs) The QCTO accredits SDPs to offer the following programmes and qualifications that falls under the Occupational Qualifications Sub-Framework (OQSF): N4-N6 programmes (NATED Report 191); Old trades; and Occupational qualifications.
